Following the agreement at the 11th Coordinators Meeting 2010 in Tokyo, Japan, the FNCA 2010 Workshops on Mutation Breeding Project and Biofertilizer Project took place as follows;

Participants of the Workshop
Opening Session & Summary Report on 2 Projects
Dr. Almanda Dela Rosa

On the first day, the workshop started with welcome remarks by Dr. Almanda Dela Rosa, Director of Philippine Nuclear Research Institute (PNRI). In addition, Mr. Takeshi Ishizaka, Special Staff, Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT) and Dr. Sueo Machi, FNCA Coordinator of Japan, gave speeches and thanked to the Philippines for their hospitality. As a keynote speech, Dr. Machi gave a presentation for FNCA activities and previewed 11 FNCA projects and plan for 2010. Then Dr. Atsushi Tanaka, Japan Atomic Energy Agency (JAEA) and Dr. Tadashi Yokoyama, Tokyo University of Agriculture and Technology (TUAT), Biofertilizer Project Leader (PL) in Japan, gave a presentation and previewed the FNCA Mutation Breeding Project and Biofertilizer Project respectively. Lastly, Ms. Glenda B. Obra, PNRI, gave a presentation and introduced application research of nuclear technology for sustainable agriculture in the Philippines. In the afternoon, Summary reports on Mutation Breeding Project and Biofertilizer Project were presented from participating countries respectively.
Parallel Session
The parallel sessions were held from second day. At the mutation breeding session, participants followed up on Sub-Project on Insect Resistance in Orchid, and concluded about Sub-Project on Disease Resistance in Banana. Then they discussed future plan about Sub-Project on Composition and Quality in Rice. They also discussed possible cooperation with IAEA/RCA, and had a free discussion about possible application of mutation breeding for sustainable agriculture in Asia.
At the biofertilizer session, participants discussed on five topics including development of multi-functional biofertilizer and FNCA Manual for Quality Standard of Biofertilizer, and summarized activity plan in 2011. They also had a special presentation on sustainable agriculture and biofertilizer in the Philippines from Dr. Mercedes Umali Garcia, University of Philippine, Los Banos (UPLB).
Conclusion and Exchange of View
Ms. Adelaida C. Barrida, PNRI, Mutation Breeding PL of the Philippines reported a summary of the parallel session of Mutation Breeding Project, and Ms. Juliet A. Anarna, University of the Philippines Los Banos (UPLB), Biofertilizer PL of the Philippines reported summary of parallel session on Biofertilizer Project, respectively.
As a conclusion of the Workshop, Dr. Machi summarized possible contribution of nuclear technology for sustainable agriculture and possible synergy of Mutation Breeding Project and Biofertilizer Project. For possible synergy, mutant varieties of plants sensitive to biofertilizer and mutant development of microorganism for biofertilizer were discussed.
FNCA 2010 Meeting on Technology Transfer from Research to Commercial Application
FNCA 2010 Meeting on Technology Transfer from Research to Commercial Application was held on the last day of the workshop, attended by 50 participants from industries, research institutes and members of FNCA Workshop. They disucussed on current status and challenges the nuclear research institutions face in transferring research results from the laboratory to the market place.
Technical visit
Participants visited the National Institute of Molecular Biology and Biotechnology (BIOTECH) of UPLB and observed Bio-N laboratory. They observed and discussed about process flow on Bio-N production, especially on carrier preparation. Then they visited the experimental field of the banana mutation breeding project of UPLB, and observed the crop stand, agronomic performance and disease reaction of the mutant lines. Finally, they visited Bio-N test field and got an explanation that he used Bio-N to reduce usage of chemical fertilizer and got a good result for yield.

2) Workshop Program
Opening Session
Dr. Almanda Dela Rosa, Director of Philippine Nuclear Research Institute (PNRI) delivered welcoming remarks and express warm welcome to all participants. In addition, Mr. Takeshi Ishizaka, Special Staff, Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT) and Dr. Sueo Machi, FNCA Coordinator of Japan, gave speeches and thanked to the Philippines for their hospitality and arranging this workshop. Participants list of the workshop is attached as Annex 2.
As a keynote speech, Dr. Machi gave a presentation for FNCA activities. He previewed 11 FNCA projects and plan for 2010. Session 1: Summary Report on Mutation Breeding Project
A total of 7 summary report on Mutation Breeding Project was presented. All countries reported research summaries for Sub-Project on Composition or Quality in Rice for 2007-2010 and some countries introduced research activities for mutation breeding in their countries. The summaries of reports are attached as Annex 3.
Session 2: Summary Report on Biofertilizer Project
A total of 7 summary report on Biofertilizer Project was presented. All counties reported research summaries for development of multi-functional biofertilizer for 2007-2010. The summaries of reports are attached as Annex 3.

Session 6: Conclusion and Exchange of View

3) Technical visit
University of the Philippines, Los Banos
1. National Institute of Molecular Biology and Biotechnology (BIOTECH)
Participants visited the National Institute of Molecular Biology and Biotechnology (BIOTECH) and observed Bio-N laboratory. Process flow on Bio-N production was discussed especially on carrier preparation.
2. Banana Plantation
Then participants visited the experimental field of the banana mutation breeding project, located in Bay, Laguna. Observations and discussions on the crop stand, agronomic performance and disease reaction of the mutant lines were made. Banana Bunchy Top Virus (BBTV) infected control plant with the aphid vector feeding on the plant was shown to the participants.
3. Biofertilizer Test Field
Finally, participants visited biofertilizer test field. This is in collaboration with the provincial and municipal level of department of agriculture. The farmers name is Mr. Renato Alcantara of Calamba City. He uses Bio-N in his field to reduce usage of chemical fertilizer. According to the farmer, although he had used 4 bags urea and 2 bags of complete fertilizer before his yield increased with use of Bio-N and now he uses 2 bags urea and 2 bags of complete fertilizer.
