Opening Session


Mr. Tseren Damdinsuren

Mr. Tseren Damdinsuren, Deputy Director General of Nuclear Energy Agency (NEA) of Mongolia delivered remarks and expressed warm welcome to all participants. In addition, Mr. Jun Itoh, Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT) and Dr. Sueo Machi, FNCA Coordinator of Japan, gave speeches and thanked to Government of Mongolia for their hospitality and arranging this workshop.

As a keynote speech, Dr. Machi gave a presentation for overview and progress of FNCA activities in 2010-2011. He reviewed 10 FNCA projects and plan for 2011. Then Dr. Tadashi Yokoyama, Tokyo University of Agriculture and Technology (TUAT), Project Leader (PL) of Japan, presented FNCA Biofertilizer Project.

Open Seminar - Role of Nuclear Technology for Sustainable Agriculture -
The open seminar was held on the first day of the workshop, including the lectures from university and research institute in Mongolia. Dr. Noov Bayarsukh, Vice Director, Plant Science and Agricultural Research Institute introduced application of nuclear technology for crop production in Mongolia and Dr. Nasandulam, Director of Agrobiology School, Mongolian State University of Agriculture (MSUA) reported on current status of agrobiological study at MSUA. Then Dr. Machi presented on application of nuclear technology for sustainable agriculture, and Dr. Shotaro Ando from Japan International Research Center for Agricultural Sciences (JIRCAS) presented trends of sustainable agriculture and Bio-fertilizer. Finally Dr. Sompong Meunchang, Senior Researcher of Department of Agriculture (DOA) of Thailand introduced successful story of biofertilizer application for crop yield increase in Thailand.

Session 1. Country Report
Each country reported research summaries for 2007-2011.

Session 2. Biofertilizer for Yield Increase of Crops and Strategy of Extension to Farmers
Dr. Iswandi Anas, PL of Indonesia and Ms. Julieta A. Anarna, PL of The Philippines gave a lead speech respectively. Then all participants discussed and it was concluded that biofertilizer should be used as complementary to organic and inorganic fertilizers.

Session 3. Extension of the Radiation Processing Application for Commercial Production of Biofertilizer Inoculants
Dr. Yokoyama and Dr. Khairuddin Bin Abdul Rahim, PL of Malaysia gave a lead speech respectively. Then all participants discussed and it was confirmed that irradiation sterilization of carriers has a better result compared to heat moist sterilization (autoclave). It was agreed that PLs should make efforts to enhance the use of radiation sterilization of carriers in collaboration with nuclear research center in their own countries, and more precise cost comparison of radiation sterilization and autoclaving should be studied.

Session 4. Perspective of Multifunctional Biofertilizer Development
Dr. Meunchang gave a lead speech and showed functional definitions of multifunctional biofertilizer, and the definitions such as nitrogen fixation, nutrition availability, enhancement of nutritional absorption, antagonistic function and nutrient mineralization were discussed. Concerning the nutrient mineralization, participants agreed to continue discussion. Dr. Yokoyama reported the beneficial effect of multi-functional biofertilizer which promotes plant growth. However development of multi-functional biofertilizer that inhibits plant diseases still to be studied.

Session 5. Synergy of Bio-fertilizer with Plant Growth Promoter
Dr. Yokoyama gave a lead speech and introduced study for synergy of bio-fertilizer with plant growth promoter in Japan. Then all participants discussed and agreed that experiments of synergy effect with biofertilizer and irradiated oligochitosan would be conducted.

Session 6. Development of FNCA Manual for Quality Standard of Biofertilizer
Based on "Thai Biofertilizer QS Manual", editing group is now making a draft. Dr. Ando presented about major points of comments, editions and questions related to the draft. And all participants discussed about contents and editing plan.

Session 7. Project Review for 2007-2011 and Conclusion
Achievements of the project for 5 years were summarized. Major difficulty of dissemination of biofertilizer was discussed and project for next step was proposed by each country. It was agreed that development of technologies for mass production and large use of biofertilizer will be main target of next phase and synergy effect of biofertilizer and irradiated oligochitosan will be studied.

Session 8. Recommendation for Next Stage
The participants discussed on activities to be carried out in the next stage, beginning in 2012 and agreed as follows;
1. Demonstration trial involving of integration of biofertilizer with organic and chemical fertilizers.
2. Efforts for greater acceptability of biofertilizer by end users; farmers and plantation companies.
3. FNCA Guideline for Biofertilizer Quality Analysis, with volume I focusing on identification and quantification of microbes in biofertilizer will be published in 2012.
4. Each country to highlight on success stories on biofertilizer project. An example is the success of production of biofertilizer with irradiation sterilization technology by a biofertilizer company in Malaysia.
5. Further effort to enhance the use of radiation for sterilization of carrier for commercial application.
6. Study on synergetic effect on biofertilizer and irradiated oligochitosan.
7. Developing new mutant using irradiation to improve multifunctional biofertilizer.
8. Preparation of short paper with pictures demonstrating the benefits of biofertilizer in comparison with total dependency on chemical fertilizers. Therefore the best combination of organic fertilizer, biofertilizer, plant residues and chemical fertilizer is an important for sustainable agriculture. This document should be used to convince government officers and politicians on the importance of extension of bioorganic fertilizer.

Session 9. General Discussion and Minutes
The minutes and conclusions were discussed and agreed by all participants. This will be reported at the Eleventh Coordinators Meeting to be held in 2012, in Japan. The next workshop may be held in China or Vietnam or Korea or Bangladesh in 2012.

Closing Session
Mr. Gun-Aajav Manlaijav, Nuclear Technology Authority, NEA of Mongolia delivered a closing remarks and Dr. Machi expressed appreciation to warm hospitality from Mongolia.

Technical visit
Mongolian State University of Agriculture
Participants visited the Mongolian State University of Agriculture (MSUA). The university has 10,000 students and 1,200 in the agrobiology department. Some points of discussion during the visit were the agricultural crops planted, time of planting and harvesting, fertilizers used and research conducted. Participants had a tour to the university's laboratories and facilities, namely: (1) GIS Laboratory, (2) Soil Chemical Analysis Laboratory and (3) Microbiology Laboratory.

Opening Session

Then Dr. Khairuddin Bin Abdul Rahim, Project Leader (PL) of Malaysia, and Ms. Julieta A. Anarna, PL of the Philippines were selected as rapporteurs of this workshop.

Session 1. Country Report
Each country reported research summaries for 2007-2011. The summaries of reports are attached as Annex 3.

Session 2. Biofertilizer for Yield Increase of Crops and Strategy of Extension to Farmers
Biofertilizer should be used as complementary to organic and inorganic fertilizers. There has been not much work on biofertilizer on marginal land as much work still need to be done for arable lands for different crops. New microbial strains for biofertilizer can be generated through mutation breeding program, to enhance multifunctional properties. Information about biofertilizer and its benefits should be extended to policy makers, administrators, extension workers and plantation industries, and not only focused on the farmers.

Session 3. Extension of the Radiation Processing Application for Commercial Production of Biofertilizer Inoculants
It is confirmed that irradiation sterilization of carriers has a better result compared to heat moist sterilization (autoclave). Irradiation sterilization makes the viability of the inoculant in carrier longer and cheaper than in moist heat sterilization (autoclave). The irradiation sterilization is also more efficient in producing biofertilizer in big volume for commercial purposes. Government and private irradiation facilities are available in FNCA member countries. Among the FNCA countries, only in Malaysia (and to small extent Indonesia) private companies use the irradiation of inoculant carrier for commercial purpose. Other countries use irradiation sterilization for research only.
Project Leaders should make efforts to enhance the use of radiation sterilization of carriers in collaboration with nuclear research center in their own countries. More precise cost comparison of radiation sterilization and autoclaving should be studied.

Session 5. Synergy of Bio-fertilizer with Plant Growth Promoter
Presently, biofertilizer effects with plant growth promoting agents are only related to microbes with multifunctional properties: dinitrogen fixation, phosphate solubilization and indole acetic acid (IAA) production. Yield results from irradiated oligochitosan studies by group in Malaysia, on rice, are inconclusive on the effect of oligochitosan, whether due to plant growth promoting properties or due to disease and pest defense effects of the plant. Experiments of synergy effect with biofertilizer and irradiated oligochitosan will be conducted. See Annex 4.

Session 6. Development of FNCA Manual for Quality Standard of Biofertilizer
Based on “Thai Biofertilizer QS Manual", editing group is now making a draft. Dr. Ando presented about major points of comments, editions and questions related to the draft. All participants discussed and agreed as follows:

1. Title of Manual should be "FNCA Guideline for Biofertilizer Quality Analysis".
2. Objective of Manual is scientific publication on the analysis of biofertilizer quality including identification and counting of beneficial microbes contained in the biofertilizer, and efficacy test.
3. The manual will be a reference for quality control of biofertilizer in each FNCA country and will help the harmonization of biofertilizer quality standard among the FNCA countries.
4. Contributors will include all persons, who are actively participating in the manual edition.
5. Editing group will complete the draft and send to all FNCA country members and related experts for comments and editions.
6. Volume I of the manual will be published in 2012.

According to them, the university has 10,000 students and 1,200 in the agrobiology department. Some points of discussion during the visit were the agricultural crops planted, time of planting and harvesting, fertilizers used and research conducted. Dr. Buyanbaatar also asked about the objective of FNCA and Dr. Iswandi Anas briefly answered his question. After the discussion, participants had a tour to the university’s different laboratory facilities, namely: (1) GIS Laboratory, (2) Soil Chemical Analysis Laboratory and (3) Microbiology Laboratory.
