The 2002 FNCA Workshop on Human Resources Development


October 8 - 10, 2002
Batangas, the Philippines

 
The 4th FNCA Workshop on Human Resources Development (HRD) took place on October 8 -10, 2002 in Batangas, the Philippines. This Workshop was sponsored by the Department of Science and Technology (DOST) of the Philippines and the Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan. The Philippine Nuclear Research Institute (PNRI) and the Japan Atomic Energy Research Institute (JAERI) acted as the hosts
The number of participants in the Workshop totaled 19 people including 5 observers. The Opening Session and Presentations of country reports were conducted on the first day, and Round Table Discussions were conducted on the second day. The Concluding Session was held on the third day.
Themes and contents of the country reports for the 4th Workshop were as follows, as agreed upon in the last Workshop and as proposed in the 3rd Coordinators Meeting held in March 2002:

At the Round Table Discussions of the Workshop, the main points of the comments for future plans, and for the proposals and opinions agreed upon include the following:
 
Subject for development of nuclear training technology
 
1. Training materials in radiation protection area to be used commonly in member countries
 
- NuTEC/JAERI will initiate the process to provide the training materials from the joint training courses with Indonesia, Thailand and Vietnam, as the common training materials on radiation protection.
- The training materials will be provided in the HRD project website for review and comments by the Project Leaders.
2. Training materials in radiation protection area to be used commonly in member countries
 
Survey of basic data on Human Resources Development
in the nuclear field
 
1. The HRD needs and the HRD strategy that may be formulated as an outcome of the survey should be based on the nuclear development plan. Any comments for the comparison table containing the basic data should be added for clarification.
2. In order for the collected data to be useful in the formulation of the HRD strategy, many factors/conditions need to be considered.
 
Other Information Exchange
 
1. The concept of the Asian Institute of Science and Technology was explained to be still evolving, in order to maximize the benefits to FNCA member countries.
2. Items to be reported in next year's country report will include the following:
 
- Draft of HRD strategy in member states and how the strategy was formulated
- Any information or suggestions regarding seminars, workshops or training courses for nuclear managers/executives.
- Activities to promote the interest of the young generation in nuclear S&T
- Ways of using the basic data on HRD
 
Action Items for FY2002
 
1. Nuclear Training Materials and Methodology
 
- NuTEC/JAERI will initiate the process of providing the training materials from the joint training programs with Indonesia, Thailand and Vietnam, as the training materials on radiation protection to be used commonly.
- The training materials will be posted in the HRD project website for review and comments.
- Participants generally agreed on the usefulness of the e-learning system, with careful selection of subject topics and to proceed from off-line CD-ROMs. Information on the availability of multimedia CD-ROMs will be collected.
- Japan will distribute the textbook on fundamental reactor physics focused on Q & A.
- Japan shall dispatch trainers (speakers) to seminars/ workshops/training courses for high school students, college students, and other young generation of member countries, upon request, in connection with the Public Information subproject of the FNCA.
2. Basic Data on HRD
 
- Corrections and additions for the submitted data should be sent to the Secretariat by the end of December 2002 with the exception of China because of the difficulty to get national data.
3. Other Information Exchange
 
- Update and continue the inputs of member countries to the HRD project website regarding training courses in 2003, as well as training materials.
   
 
The mid-term plans for HRD project as shown in Table 1 will focus on the following topics.
 
1. Training support.
 
- To improve the efficiency of human resources development in each country, mutual support activities such as exchange of information by way of the project website will be continued.
- To present requests for the MEXT nuclear researchers personnel exchange program etc. based on the actual needs in HRD of each country.
- Further investigation and discussions on the Asian Institute of Nuclear Science and Technology.
- Production and exchange of common training materials.
2. Survey of basic data on HRD
 
- To formulate HRD strategy, survey, analysis, and result will be carried out in the three-year plan divided by general data and university data.
- Collecting the general survey data will be carried out by the end of the year, and analysis of the data will be carried out next year.
 
Remarks
Thailand tentatively offered to host the 2003 Workshop on HRD at the 3rd FNCA Coordinators Meeting. All participants appreciated the offer and agreed on Thailand as the venue for the Workshop in 2003.
The Workshop included a technical tour to Philippine Nuclear Research Institute. The participants expressed their sincere gratitude to the organizers and hosting institutions.
The Minutes were discussed and agreed upon by all participants in the Workshop. This will be reported at the 4th FNCA Coordinators Meeting to be held in March 2003 in Tokyo, Japan.
