  FNCA 2006 Workshop on Human Resources Development ( HRD ) was held on July 31 - August 4, 2006 at the Kylin Villa in Shenzhen , China . This Workshop was sponsored by the China Atomic Energy Authority (CAEA) and the Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan, and hosted by the China Guangdong Nuclear Power Holding Co., Ltd. (CGNPC) and the Japan Atomic Energy Agency (JAEA). Agenda of the Workshop is attached as Appendix 1 .

  Opening session was conducted on the first day of the Workshop, and 3 speeches were delivered; the first was welcoming address by Mr. Chen Gang, the Project Leader (PL) of China on behalf of Mr. He Yu, President of CGNPC, by Mr. Kenichi Fujita, Director for International Nuclear Cooperation of Atomic Energy Division of MEXT and followed by Mr. Rong Jian, Branch Head of China Atomic Energy Authority (CAEA) .

  The number of participants in the Workshop totaled 18 people including 3 observers ( Appendix 2 ). The participants of the Workshop were the Project Leaders, who are responsible for human resources development; one from each of the eight member countries, i.e. China, Indonesia, Korea, Malaysia, Thailand, the Philippines, Viet Nam and Japan.

  Project leaders presented country reports on the first and the second day of the FNCA HRD Workshop. In line with the 7th Coordinators Meeting held in March 1 ? March 3, 2006, the theme s and contents of the country reports for the Workshop were as follows:

  1. Recent topics in the nuclear field and related HRD
  2. Survey result for the 2nd ANTEP questionnaire, and introduction of Programs to be contributed to ANTEP and Needs on HRD
  3. The way of collaboration with ANTEP
  4. Financial contribution to ANTEP

  Following the country report, presentation on "the methods of covering the fee for sending personnel to attend the ANTEP Programs by international scholarship/international fellowship system" and "the support systems for earning doctoral degree in Japanese universities" were delivered on the second day. These presentations aimed to enhance understanding of the existing international fellowship programs that may be applicable to ANTEP. In addition, summary and possible matching of Needs & Programs in the 2nd questionnaire was presented in order to stimulate the group discussion for the coordination of matching between the Needs and Programs proposed by the FNCA member countries.

  On the third day, Dr. Sueo Machi, the FNCA Coordinator of Japan, made a presentation on "progress and perspective of FNCA". He pointed out the importance of cooperation between IAEA/RCA and FNCA to make effective utilization of nuclear HRD resources in the Asian countries.

  Based on the discussion of the second day, active discussion on the matching of the Needs and Programs focusing on the pilot cases for ANTEP continued on the third and the fourth day. Possible matching cases were rearranged in the Need-oriented way for achieving clear matching. The table of Needs with its matching possibilities is shown in Appendix 3. For more detailed plans, the Workshop agreed to discuss them with relevant organizations in each member country. The project leaders agreed to make efforts to realize pilot cases listed in Appendix 3 and take the necessary actions following Appendix 4 .

  The future action plan suggested by the 7th Coordinators Meeting was introduced as shown in Appendix 5. Additional Needs and Programs will be submitted to the next workshop.

  On the final day, a technical tour to the Daya Bay Nuclear Power Plant and the Lingao Nuclear Power Plant was conducted, and the workshop was concluded successfully. The participants expressed their sincere gratitude to the organizers and host institutes for the excellent arrangement and warm hospitality.

Remarks
  Indonesia tentatively offered to host the FNCA 2007 HRD Workshop. All participants appreciated the offer and agreed on Indonesia as the venue for the Workshop on October, 2007.
  The Minutes were discussed and agreed upon by all participants in the Workshop. This will be reported at the 8th FNCA Coordinators Meeting to be held in March 2007 in Tokyo , Japan.

Actions to follow the conclusions of WS on ANTEP


  1. For agreed program, host country and trainee's country should collaborate to prepare detail plans in terms of (1) training and research program by OJT or training courses, (2) sharing of funding, (3) nomination of trainees and host institute/host scientists , and (4) other administrative matters.

  2. In case of using IAEA fellowship, government request should be sent to IAEA as early as possible.

  3. In case of the MEXT THE NUCLEAR RESEARCHERS EXCHANGE PROGRAM , applications should be submitted before November 2006 to start training or research in FY 2007.

  4. In case of Australian host program, the FNCA Coordinator of Japan should contact with the Coordinator of Australia to define follow-up actions.

  5. For the training courses , detail program should be prepared by host institutes to inform trainee's country in due course.

  6. Copy of correspondence should be sent to the ANTEP Secretariat in order to inform the progress or status of ANTEP implementation. The secretariat should inform summary of progress of ANTEP to HRD project leaders on regular basis.



Some Points of Conclusion of Discussion on ANTEP
  1. Basic concept of ANTEP has been agreed and supported at all levels of FNCA (MM, SOM, CM)

  2. ANTEP's function
    • Survey and analysis of needs and possible contributions (offer of training program) of FNCA countries
    • Circulation of these information to all FNCA member countries
    • Periodical round survey of needs and programs, and adjustment between needs and programs based on the results of survey to achieve better matching
    • Circulation of the results of the matching among FNCA countries for their consideration
    • Consultation between coordinators of relevant countries should be done directly to agree on specific points of training program and financial and logistic issues
    • The outcomes of the consultation are to be reported

  3. Next steps
    - Pilot program
    1. Participants here discuss the appropriate sets of needs and programs based on the first survey at this coordinator meeting (see attached paper).
    2. The coordinator of needs side negotiate with that of program side on the conditions of acceptance.
    3. Progress of the negotiation should be reported at the next HRD workshop.
    - Development of ANTEP
    1. Circulate the revised questionnaire to FNCA coordinators from the secretariat of ANTEP.
    2. The secretariat will analyze their answers and make a report.
    3. The report will be discussed at the next HRD WS.

HRD WS will summarize the progress of the pilot program and development of ANTEP for the next SOM and MM.
