MINUTES
of 2002 FNCA Joint Workshop
on Mutation Breeding and Biofertilizer

August 20-23, 2002, Beijing, China

Following the agreement at the Third Coordinators Meeting in March, 2002 in Tokyo, the 2002 FNCA Joint Workshop on Mutation Breeding and Biofertilizer took place on August 20-23, 2002 in Beijing, China.

The Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT) and the China Atomic Energy Authority (CAEA) jointly sponsored this Workshop. The Institute for Application of Atomic Energy, Chinese Academy of Agricultural Sciences (CAAS) acted as the local host and the organizer in cooperation with the Ministry of Agriculture, Forestry and Fisheries (MAFF) of Japan and the Japan Atomic Industrial Forum (JAIF) as the secretariat. The number of the participants in the Joint Workshop totaled 45 including the representatives of the Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan, the China Atomic Energy Authority (CAEA), the Chinese Academy of Agricultural Sciences, and FNCA Coordinator of Japan, Project Leaders and observers. The list of participants was attached as annex one.

A total of ten papers including three invited papers on the current status of techniques for mutation breeding for Vegetatively Propagated Crops in the participating countries were presented. Nine papers including one invited paper were presented for Biofertilizer. The participants presented the country report in each country, discussed and exchanged opinions, and shared their experiences on related issues, which each country was facing, and seeking for solutions.

 
Mutation Breeding Workshop
The FNCA Mutation Breeding Workshop was in principle attended by two participants, a Project Leader and an expert on mutation breeding, from each of the participating countries, i.e. Indonesia, Malaysia, the Philippines and Thailand. One participant from Vietnam, eight participants from Japan, and 10 participants, including the Project Leader, six observers and three invited speakers from China, attended the Workshop.

At the Round Table Discussion on the second and last day of the Workshop, discussions were made to further regional cooperation and to review the results of past activities. The current progress reports of the First Multilateral Research Program (MRP-1) "Drought Tolerance in Sorghum and Soybean" were presented by participating countries, i.e. China, Indonesia, the Philippines and Vietnam. Start of the Second Multilateral Research Program (MRP-2) "Insect Resistance in Orchids" was agreed with participation of six countries, i.e. China, Indonesia, Japan, Malaysia, Thailand and Vietnam. These six countries will participate in the Program Formulation Meeting for MRP-2 to be held on August 26 and 27 in Beijing, China following the Workshop. It is expected that status of orchid research, proposals from each country and working plan will be presented and discussed. Opinions were exchanged among the participants mainly on how to organize further the regional cooperation in the field of plant mutation breeding in the context of "technique on reproductive pattern". The participants confirmed that the cooperation under the framework of the FNCA including annual meetings i.e. workshops, technical visits and MRPs is important and profitable.

2. Sub-Projects
a. Mutation Breeding Database (MBDB)
Japan demonstrated MBDB on FNCA web-site using semi-closed system. Participants agreed to revise the system body of ACCESS 2000. The office of the coordinator in JAIF was requested to prepare ten copies of MBDB for each participating country in CD-ROM.
 
b. Mutant Stock Repository (MSR)
Mutant Stock Repository (MSR) has been successfully operated after Bangkok Workshop in 2001, having seven rice seed samples from Japan. The Philippines will submit rice samples using formal procedures. Repositories of Rice are in the Philippines and Thailand.
 
c. Mutation Breeding Manual
Four countries, i.e. Malaysia, the Philippines, Thailand and Japan have submitted articles/contributions for inclusion to the MB Manual. These were edited by Dr. Florencio S. Medina III and Dr. Etsuo Amano. Countries that have not submitted their contributions are requested to send it by the end of October 2002.The cover for the Manual has been presented and revised for approval. This Manual will be uploaded at FNCA web-site.
 
d. Others
Participating countries agreed to upload their country reports to FNCA web-site for convenience.
 
3. MRP
a. MRP-1
The Multilateral Research Program (1) "Drought Tolerance in Sorghum and Soybean " was initiated in 2002. Breeding materials have been exchanged between related countries. Fundamental researches on radiation sensitivities have successfully progressed. Development and establishment of screening procedure to select preferable mutant lines will be needed.
Biofertilizer Workshop

It was agreed that the Philippines would host the 2003 FNCA Mutation Breeding Workshop and Vietnam the 2003 FNCA Biofertilizer Workshop. All participants appreciated the candidature of Malaysia as the venue for the 2004 Mutation Breeding Workshop.

The Workshop included technical tours to the institutions, i. e. Modern Agricultural Science Park (Chang Ping District, Beijing) and the National Genebank (ICGR, CAAS). The participants expressed their sincere gratitude to the organizers and hosting institutions.

The Minutes were discussed and agreed upon by all participants in the Workshop. This will be reported at the Fourth FNCA Coordinators Meeting to be held in March 2003 in Tokyo, Japan.
