PANEL on Nuclear Energy Field


The Panel Meeting holds discussion on nuclear policy matters of both power and non-power areas in the participating counties,
supplemented by technical discussion of nuclear power development.



   The 3rd Phase: "Study Panel on the Approaches toward Infrastructure Development for Nuclear Power"
2009-2014

The 3rd phase panel is aiming at sharing the actual experiences of infrastructures development for nuclear power among senior officials and experts in charge to use such knowledge for promotion of nuclear power in each FNCA country. At the first meeting in 2009, the panel learnt the status of infrastructure development for nuclear power in each member country and the discussion was carried out. At the 2nd meeting in Korea in 2010, the panel discussed on Project Management, Local Procurement & Local Vendors, Fuel Cycle and Waste, and Role of Nuclear Research Institute. The 3rd meeting in 2011 was held in Indonesia, the panel shared information on the Fukushima Daiichi nuclear accident caused by the earthquake and tsunami hit Japan on March 11 2011, and also learnt knowledge and lessons that Japan obtained by the accident. Also the panel engaged in information exchange and discussion on assurance of nuclear safety in Asian region, and the safety planning against earthquake and tsunami of Japan, China and Korea. The 4th meeting in 2012 was held in Thailand, the panel shared information and discussed on the update and lessons of the Fukushima Daiichi nuclear accident, Future of Japanese NE policy, Emergency preparedness and response, Site characterization, Risk communication, Nuclear Liability and Human Resources Development. The 5th meeting in 2013 was held in Japan, the panel discussed broad topics on Current Situation and Future Prospects of TEPCO's Fukushima Daiichi Nuclear Power Station, Efforts for Safety Improvement after the Accident at the TEPCO's Fukushima Daiichi Nuclear Power Station, Small and Medium Sized Reactor Development, Regional Cooperation for Emergency Preparedness and Response, Nuclear Security and Stakeholder Involvement. The 6th meeting in 2014 was held in Vietnam. Vietnam's Nuclear Power Development, Update of the Accident at TEPCO's Fukushima Daiichi Nuclear Power Station, the New Basic Energy Plan of Japan, Technical Support Organization (TSO), Small Modular Reactor (SMR), Emergency Preparedness Response (EPR) and Stakeholder Involvement were discussed. In addition to the above, a proposal of moving forward to new phase was made in this meeting. The proposal will be continuously discussed further in the Ministerial Level Meeting in November.
 
   The 2nd Phase: "Study Panel for Cooperation in the Field of Nuclear Energy in Asia"
2007-2008

The 2nd phase panel featured the main topics on human resources development for introduction of nuclear power and the development of the infrastructures for ensuring nuclear safety.

The panel has brought the following big achievements as a consequence of the 1st Phase and the 2nd Phase panels.
1. The signing of the "FNCA joint communique on the Peaceful Use of Nuclear Energy for Sustainable Development" in the 8th FNCA Ministerial Level Meeting held in December, 2007
2. The implementation of the FNCA human resources development information database program
 
   The 1st Phase: "Role of Nuclear Energy for Sustainable Development in Asia"
2004-2006

Panel was established in FY2004 as one of the new FNCA activities to discuss the regional energy and environmental issues. The 1st phase panel reviewed and evaluated role of nuclear energy in terms of stable energy supply, environmental impact, and economic competitiveness, while formulating the long-term energy supply-and-demand outlooks. After three-year panel, the outcome was reported to the 7th Ministerial Level Meeting held in Malaysia on November 27th 2006.

The 7th Ministerial Level Meeting adopted the following conclusions;
1. The Meeting endorsed a proposal by the FNCA Panel to recommend that the Conference of Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) consider the inclusion of nuclear power as a Clean Development Mechanism (CDM).
2. The Meeting accepted the recommendation by the FNCA Panel of setting up of the "Study Panel for Cooperation in the Field of Nuclear Energy in Asia" as the 2nd phase, studying the following issues in depth:
-  Economic analysis and financing scheme;
-  Access to nuclear technology for peaceful uses;
-  Human resources development;
-  Nuclear safety, security and safeguard system;
-  Acceptance of nuclear power plants (NPPs) by the public and other stakeholders; and,
-  Support Systems, including NPP maintenance and low level waste management;
