FNCA 2008 Workshop on Human Resources Development
November 2 - 4, 2008
Dhaka, Bangladesh
The FNCA Human Resources Development Workshop (WS) 2008 was held in Dhaka, Bangladesh, from November 2 to 4 2008. This workshop was cosponsored by the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT) and Bangladesh Atomic Energy Commission (BAEC), and was organized by BAEC and Nuclear Safety Research Association (NSRA).
An Open Seminar was held in the morning on the first day, November 2 at Dr. Anwar Hossain Auditorium, BAEC, with about 100 attendants. The seminar kicked off with opening speaces by Farid Uddin Ahmed the member of Physical Sciences, BAEC and Mr. Takashi Tadokoro the special staff of International Nuclear and Fusion Energy Affairs Division, Research and Development Bureau, Japan Ministry of Education, Culture, Sports, Science and Technology (MEXT).
The opening speeches were followed by the guest speakers' presentations. The FNCA Coordinator of Japan, Dr. Sueo Machi, explained the World Trend and Challenges of Nuclear Energy. Dr. Jun Sugimoto the Project Leader of Japan gave a presentation about Nuclear Human Resources Development Activities in Japan and its Role in Asia and Mr. Vu Dang Ninh the Project Leader of Vietnam gave a presentation about Role of International Cooperation in HRD Program for Nuclear Application in Vietnam. In addition, Dr. Shafiqul Islam Bhuiyan the Chairman of BAEC explained about Implementation of Rooppur Nuclear Power Project.
The Workshop (WS) started in the afternoon on November 2. A total of 28 participants were attended at the WS in addition to the Project Leaders (PL) of Human Resources Development (HRD) representing the nine FNCA nations: Bangladesh, China, Indonesia, Korea, Malaysia, The Philippines, Thailand, Vietnam and Japan.
Dr. Machi, explained about Success story of FNCA Activities for Sustainable Development. PL of Japan, Dr. Sigimoto reported results of the 1st Panel Meeting held in Japan in September 2008, and explained the agenda and schedule for the WS, which was conducted accordingly.
(1) Country reports: strategy and recent status about HRD programs and the plan
The PLs reported and discussed the status of nuclear-related activities in their respective countries, their plans and HRD activities planned for the future. Additionally from Japan, Dr. Kazuhiko Yamamoto, Deputy General Manager, Training Center, The Japan Atomic Power Company (JAPC) presented "Human Resource Development Activities in JAPC Its Related Activity and Current Status".
(2) Discussion on ANTEP
The HRD project promotes a network system called Asian Nuclear Training and Education Program (ANTEP), which distributes information about needs and its related programs regarding Human Recourses Developments to forward HRD activities in member Asian countries.
The 74 cases of the member countries' needs identified in the 2007 questionnaire. Antecedent to this WS, the 2008 questionnaire was conducted in September asking the follows.
- The 74 needs are still needed (If something has been done, describe the details.)
- New needs
This WS held wide-ranging discussions based on the results.
The 9 new programs are proposed by the member countries which could expect facilitating the future activities of ANTEP.
Also the follow-up examination of 74 needs of 2007 questionnaire reported. It shows that the existing programs in member countries cover nearly all the needs, although only one third of the related programs have been applied by the countries that submitted those needs. Therefore, it strengthened that Pls need to have close communication with the persons in charge of application submission of MEXT Nuclear Researchers Exchange Program as it is the main ANTEP program, and to check if needs meet the country's national nuclear policies.
(3) ANENT/IAEA's possible cooperation with FNCA
Ms. Keiko Hanamitsu, Nuclear Knowledge Management Unit, Department of Nuclear Energy, International Atomic Energy Agency (IAEA) explained the possible cooperation between IAEA and FNCA, and the possibilities for example organizing a co-hosted workshop by this HRD project and IAEA were discussed.
(4) Conclusion
On the final day, the discussion was summarized to have better marching cases between needs and programs. It is proposed to present some successful matching case of ANTEP at the next Ministerial Level Meeting and the WS. It was proposed that Japan would host the next WS in 2009.
The WS also included a visit to Atomic Energy Establishment (AERE).

Forum for Nuclear Cooperation in Asia (FNCA) 2008 Workshop on Human Resources Development (HRD) was held on November 2-4, 2008 at Bangladesh Atomic Energy Commission (BAEC) in Dhaka, Bangladesh. This Workshop was co-hosted by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan and BAEC. Agenda of the Workshop is attached as Appendix 1.
The Open Seminar on Human Resources Development was conducted in the morning of the first day. Welcoming address was delivered by Dr. Farid Uddin Ahmed, member of Physical Science, BAEC, opening remarks by Mr. Takashi Tadokoro, Special staff, International Nuclear and Fusion Energy Affairs Division, Research and Development Bureau, MEXT Japan. Four presentations were given on "Implementation of Rooppur Nuclear Power Program: Options, Opportunities and Challenges" by Dr. Shafiqul Islam Bhuiyan, Chairman, BAEC, "World Trend and Challenges of Nuclear Energy" by Dr Sueo Machi, FNCA coordinator of Japan & Advisor to MEXT, "Nuclear Human Resources Development Activities in Japan and its Role in Asia" by Dr. Jun Sugimoto, FNCA Project Leader of Japan and "Role of International Cooperation in Human Resources Development" by Mr. VU Dang Ninh, Project Leader of Vietnam, respectively.
Following the Open Seminar, the HRD Workshop was conducted. Project Leaders who are responsible for human resources development attended the Workshop from each of the nine member countries, i.e. Bangladesh, China, Indonesia, Korea, Malaysia, Thailand, the Philippines, Viet Nam and Japan. The total of 15 participants attended the Workshop as shown in Appendix 2. Introduction of participants was followed by "Success story of FNCA Activities for Sustainable Development" by Dr. Sueo Machi, and "Review of the 1st Panel Meeting and its follow-up activities" and "Scope of the 2008 Workshop" by Dr. Jun Sugimoto, Project Leader of Japan.
In line with the 9th Coordinators Meeting held in March 10 - 11, 2008, Project Leaders from member countries presented their country reports on HRD activities, and additionally from Japan, Dr. Kazuhiko Yamamoto - The Japan Atomic Power Company (JAPC) presented "Human Resource Development Activities in JAPC Its Related Activity and Current Status".
On the second day, basic idea of Asian Nuclear Training and Education Program (ANTEP) new needs and its relation with national program, and details of new needs and programs were presented, and "Follow-up of ANTEP possible matching cases and summary of additional new needs and programs" was presented. It was reported that 22 out of 65 cases have been applied for the implementation of the programs, 7 cases have been successfully implemented, and 35 new needs with 9 new programs have been submitted under ANTEP. Matching possibilities for the new needs are summarized in Appendix 3 (PDF16KB). Through the discussion it was emphasized that the needs should be in line with national nuclear program and that Project Leaders should pay careful attention on the matching programs between needs and programs.
"Asian Network for Education in Nuclear Technology (ANENT) of IAEA and its possible cooperation with FNCA" was presented by Ms. Keiko Hanamitsu of IAEA. The possible cooperation between FNCA HRD Project and IAEA/ANENT has been discussed, such as co-hosting of seminars by FNCA and IAEA.
"Direction and Implementation Plan of HRD Project" was presented by Coordinator, Dr. Sueo Machi and "Proposal on Future ANTEP Activities" was given by the Project Leader of Japan. Based on the presentations, discussion on how to enhance the implementation of ANTEP activities was conducted, and the points of agreement were summarized as shown in Appendix 4 (PDF9KB).
On the final day, closing session was held and final discussion and adoption of minutes were conducted. The meeting proposed that Japan will host the next FNCA HRD Workshop 2009 in Japan. The Workshop drew to a successful close with a closing address by Dr. Shafiqul Islam Bhuiyan, Chairman of BAEC, followed by closing remarks by Dr. Sueo Machi. The participants expressed their sincere gratitude to the organizers and host institutes for the excellent arrangement and warm hospitality.
A technical tour to the BAEC's Atomic Energy Research Establishment (AERE) at Savar was conducted in the afternoon.
