FNCA 2010 Workshop on Human Resources Development

The FNCA Human Resources Development Workshop (WS) 2010 was held in Seoul, Korea, from June 30 to July 2, 2010 cosponsored by Ministry of Education, Science and Technology(MEST) of Korea, and Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan, and was hosted by Korea Atomic Energy Institute (KAERI). The WS was held at Grand Hilton Seoul on June 30 and July 1, and the Technical Visit to the Research Institutes, etc in Daejeon was held on July 2.

(1) Day 1; June 30

On the first day, a total of 37 participants which include the FNCA Coordinators and the other representatives who would attend the "FNCA 2nd Study Panel on the Approaches toward Infrastructure Development for Nuclear Power" (July 1 - 2), in addition to the Project Leaders (PL) of Human Resources Development (HRD) were attended at the WS, representing the ten FNCA nations: Australia, Bangladesh, China, Indonesia, Korea, Malaysia, The Philippines, Thailand, Vietnam and Japan.

Opening remarks by Mr. Shin Jae Shik, Director of Atomic Energy Cooperation, Atomic Energy Bureau, Ministry of Education, Science and Technology (MEST), and Mr. Takeshi Ishizaka, Special Staff, International Nuclear and Fusion Energy Affairs Division, Ministry of Education, Culture, Sports, Science and Technology (MEXT) were delivered followed by the opening speech by Dr. Sueo Machi, FNCA Coordinator of Japan.

Dr. Sueo Machi, gave a presentation on review of the FNCA activities in 2009 followed by Country report by Coordinators on National strategy of HRD for nuclear power and nuclear applications, etc.

Dr. Sueo Machi gave a lead speech on HRD strategy and regional cooperation, followed by presentation on "Human Resources Development (HRD) for Asian Nuclear Research & Development by MEXT, Japan" by Mr. Takeshi ISHIZAKA, Special staff, International Nuclear and Fusion Energy Affairs Division, Research and Development Bureau, Ministry of Education, Culture, Sports, Science and Technology (MEXT), and "Japan's New Effort on Nuclear Security, Non-Proliferation and Safeguards" by Mr. Shinichi NISHINOSONO, Inspector, Office for Nuclear Non-Proliferation and Safeguards (Japan Safeguards Office (JSGO)) Ministry of Education, Culture, Sports, Science and Technology (MEXT). Round Table Discussion on HRD Strategy and Regional Cooperation were held, and the conclusion and recommendation of the discussion were summarized in the following 11 items.

(2) Day 2; July 1

  

Dr. Sugimoto, JAEA, gave a presentation on Scope of 2010 Workshop on HRD and introduced the schedule of the workshop, followed by the reports by Project Leaders of each country on ANTEP Questionnaires on nuclear HRD needs and programs.

Dr. Sugimoto, JAEA, gave a presentation on the progress of FNCA HRD Database toward nuclear power.

Review of ANTEP and MEXT Nuclear Research Exchange Program was reported by Nuclear Safety Research Association (NSRA).

Wrap-up of the WS and Future Direction of FNCA HRD Project were summarized in 8 items, and the minutes of the WS was adopted.

The Workshop drew to a successful close with a closing remark by Dr. Sugimoto.

(3) Day 3; July 2

The participants visited Korea Atomic Energy Research Institute (KAERI) and KEPCO Nuclear Fuel Company (KNF) in the morning and Korea Institute of Nuclear Safety (KINS) and Korea Institute of Nuclear Nonproliferation and Control (KINAC) in the afternoon in Daejeon.

FNCA HRD Workshop was held for the first time as a joint meeting with FNCA Panel Meeting, mostly with FNCA Coordinators and administrators in charge of human resource development.

Session 1: Opening Session

Mr. Shin Jae Shik, Director of Atomic Energy Cooperation, Atomic Energy Bureau, Ministry of Education, Science and Technology (MEST), delivered welcoming remarks to open the workshop.
Mr. Takeshi Ishizaka, Special Staff, International Nuclear and Fusion Energy Affairs Division, Ministry of Education, Culture, Sports, Science and Technology (MEXT), delivered welcoming remarks. Dr. Sueo Machi, FNCA Coordinator of Japan gave an opening speech, followed by the self-introduction of the participants.

Session 2: Review of the FNCA activities in 2009

Dr. Sueo Machi, gave a presentation on review of the FNCA activities in 2009, such as 10th Ministerial Level Meeting, highlight of Project and Study Panel on Nuclear Power, and 11th Coordinators Meeting and new initiatives in 2010.

Session 3: Country report by Coordinators

"Human Resources Development (HRD) for Asian Nuclear Research & Development by MEXT, Japan" by Mr. Ishizaka, MEXT, and "Japan's New Effort on Nuclear Security, Non-Proliferation and Safeguards" by Mr. Nishinosono, Inspector, Office for Nuclear Non-Proliferation and Safeguards (Japan Safeguards Office (JSGO), MEXT, were presented.

Each member country presented its country report on the following issues.

(1) National strategy of HRD for nuclear power and nuclear applications
(2) Needs and Challenges of HRD for nuclear security, safeguards and Non-Proliferation
(3) Effective ways and means of international cooperation for HRD
(4) Obstacles and challenges of countries which introduce the first nuclear power in HRD
(5) Possible roles of FNCA cooperation, in particular by China, Japan and Korea, to address these obstacles and challenges

Session 4: Round Table Discussion on HRD Strategy and Regional Cooperation

Dr. Sueo Machi gave a lead speech on HRD strategy and regional cooperation, followed by Round Table Discussion on the issues. The conclusion and recommendation of the Round Table Discussion have been summarized as follows:

1 The meeting noted the country reports underlining national HRD plans and challenges.
2 It was the consensus of the meeting that HRD is essential for development of nuclear science and technology including nuclear power. HRD should be given a high priority in the national policy and planning of nuclear power.
3 The meeting agreed that sharing experience and knowledge on nuclear science/technology and nuclear power, including training materials among the countries with different stage of nuclear energy application should be further strengthened through cooperation in HRD.
4 The meeting agreed that HRD is one of the most important infrastructure elements for introduction of the nuclear power program, in which international and regional cooperation can play essential role.
5 The meeting stressed that efficient coordination and delineation of roles among government, research institutes, power companies, universities and vendors is highly needed for effective HRD of nuclear power program. Each country needs to integrate and optimize all its resources into a coordinated HRD program, and allocate resources on key areas.
6 FNCA countries appreciated the MEXT of Japan for the Nuclear Researchers Exchange Program, the Instructor Training Program and other relevant training programs, and expressed strong hope to further strengthen these programs to meet increasing demand in developing countries.
7 The Meeting agreed that HRD for nuclear security and safeguard is needed for introduction and expansion of NPP, and appreciates the new program of the MEXT Japan for the HRD in these fields.
8 FNCA countries expressed their strong hope that the Global Initiative of Nuclear HRD of Japan will effectively facilitate HRD programs of their countries for nuclear power projects.
9 It is expected that various international, regional and bilateral initiatives be coordinated as appropriate in order to create synergy by working together. An HRD database would help in this regard.
10 Issues raised by newcomer countries apart from the trivial lack of trained manpower, facilities, experts and lecturers, etc., are related to retainability and sustainability of the well trained personnel due to comparatively low local salary and dwindling political decision with respect to NPP. For example, one way of mitigating this issue is improving the salary schemes for the research, education and government agencies.
11 Finally, the meeting requests Japan, Korea and China to fully support the HRD program of other FNCA countries newly introducing NPPs in coming years.

Session 5: ANTEP and its implementation (Report of ANTEP Questionnaire on Needs and Programs)

Dr. Sugimoto, JAEA, gave a presentation on Scope of 2010 Workshop on HRD and introduced the schedule of the workshop.
Each member country presented its country report on nuclear HRD needs and programs.

Session 6: Review of FNCA HRD database for nuclear power

Dr. Sugimoto, JAEA, gave a presentation on the progress of FNCA HRD Database toward nuclear power.

Session 7: Review of ANTEP and MEXT Nuclear Research Exchange Program

Nuclear Safety Research Association, NSRA and Dr. Jun Sugimoto, JAEA, have announced the plan of ANTEP programs in Japan 2010.
The progress and implementation plan of ANTEP and improvement of ANTEP in connection with MEXT Nuclear Researcher Exchange Program have been reported by NSRA.

Session 8: Wrap-up and Future Direction of FNCA HRD Project

The major conclusion and recommendation are as follows:

1 The meeting recognized that other international initiatives could play a synergistic role with the FNCA HRD project. Reference was made in particular to ANENT and ANSN, which have different points of focus in terms of subject and style.
2 It would be beneficial to establish mutual linkages between all respective databases.
3 The meeting noted the large increase in the number of programs, which provided the opportunity for improved matching and increased implementation of projects to meet needs.
4 It was agreed that project leaders review options to maximize project matching, and report on the status of matching between needs and programs offered.
5 The meeting recognized the importance of the HRD Database towards nuclear power and encouraged Japan, Republic of Korea and China to share their experience in the introduction of nuclear power by providing further information in the Database.
6 Project leaders agreed to provide feedback on their experience in using the Database in order to provide a basis for further improvement.
7 The meeting recognized the benefit of meeting jointly with FNCA Coordinators.
8 The meeting recognized the value of allowing sufficient time for effective exchange of views at future meetings, including consideration of allowing time for trial matching of needs and programs.

Session 9: Adoption of the Workshop Minutes

The Workshop drew to a successful close with a closing remark by Dr. Sugimoto. The participants expressed their sincere gratitude to the MEXT Japan and host institute KAERI for the excellent arrangement and warm hospitality. The meeting confirmed that the venue of next FNCA HRD Workshop 2011 would be decided with the coordination of the workshops of other FNCA projects.
