FNCA 2006 Workshop on Cyclotron and Positron Emission Tomography (PET) in Medicine
Venue: Seri Pacific Hotel , Kuala Lumpur, Malaysia
Date: 14 - 16th August 2006

Background:
 The first FNCA Workshop on Cyclotron and PET in Medicine was held from August 14 to 16, 2006, at Kuala Lumpur that is the capital city of Lead Country of this project, Malaysia . The workshop was attended by delegates from 8 FNCA countries namely People's Republic of China, Indonesia , Japan , Republic of Korea , Malaysia , the Philippines , Thailand and Vietnam . The participants of workshop and seminar amounted to 70 persons.


Opening ceremony
Opening ceremony A joint opening ceremony was held for the FNCA Workshop in Cyclotron and PET in Medicine and the IAEA/RCA Regional Training Course on Internal Auditing for Quality Assurance and Quality Control of Nuclear Analytical Techniques. The FNCA Workshop was held from the 14 th -16 th August 2006 in Kuala Lumpur . It was jointly organised by The Malaysian Institute for Nuclear Technology Research (MINT), Ministry of Science, Technology and Innovation, Malaysia (MOSTI) and Ministry of Education, Culture, Sports, Science & Technology of Japan (MEXT). The welcoming address was delivered by Mr. Adnan Hj. Khalid, the Deputy Director General (Corporate) of the Malaysian Institute for Nuclear Technology research (MINT) on behalf of the Director General, followed by the representative of MEXT, Mr Kenichi Miyazawa and the IAEA representative, Dr. Pete Bode. Both events were officially opened by the Hon. Prof. Dato' Dr. Mohamad Ruddin Abdul Ghani, Parliamentary Secretary of MOSTI, representing the Hon. Dato' Sri Dr. Jamaluddin Mohd Jarjis, Minister of Science, Technology & Innovation, Malaysia.


Workshop:
Workshop  The objectives of this project are
- Improvement of diagnostic technique for nuclear medicine in Asian countries.
- Early detection with advanced technology contributes to human health in Asia .

 PET and PET/CT that appeared on medical scene lately are very available for the diagnosis of several cancers. However, because PET radiopharmaceuticals are very short half-life, medical center has to produce it by itself with the huge equipment "Cyclotron". The themes of three areas namely "Imaging instrumentation", "Radiation safety and PET radiopharmaceuticals" and "Clinical diagnosis" were discussed in the workshop.

 The theme of "Imaging instrumentation" is radiation safety, quality assurance (QA) and quality control (QC) for PET imaging. It is hoped that through the discussion, the group can come up with a guideline for the performance measurement of PET. The following matters were discussed. Performance testing and routine QC of PET/CT will be based on NEMA standards and the experiences of established centers like Japan and China . The guideline for radiation protection will be focused on patients, workers and the public related to PET/CT services in the hospitals.

 The theme of "Radiation safety and PET radiopharmaceuticals" is the QA/QC for PET radiopharmaceuticals, radiation safety for cyclotron and production of PET radiopharmaceuticals. The establishment of guidance for cyclotron performance, PET radionuclides and QA/QC for PET pharmaceuticals. The group decided that the best way to proceed is by complimenting the existing guidelines and providing a reference point for FNCA member states.

 The theme of "Clinical diagnosis" is publication of case review in clinical PET and the group hopes to introduce the FNCA case review system for clinical PET. "Atlas of Clinical PET in CD form" was suggested and the format and contents of the atlas was discussed.

 Conclusions The meeting has agreed on the following.

  1. To appoint sectional leader from each country.
  2. To implement proposed national Workplan(WP)
  3. To form a working committee in each country for national WP
  4. To get financial support from national authority for implementation of national WP
  5. To submit a progress report for the mid term Plan for the regional activities for mid-term review meeting to be held tentatively in Malaysia in August 2007.

Technical tour:
 Participants conducted a Technical Tour to the Putrajaya Hospital on Wednesday 16 th of August. There were advanced technical equipments, "Cyclotron" and "PET/CT".

Open Seminar:
Open Seminar Open Seminar was held from August 17 to 18, 2006. The authorities from Malaysia , China , and Japan made medical presentations and shared several information with the audience. The programs were as below. 1. Opening session

2. Country presentation
This session was chaired by the Dato' Dr. Rehir Dahalan, the Director of the Medical Technology Division, MINT. As an introduction, Mr. Adnan Hj Khalid, who is also the FNCA coordinator of Malaysia introduced the FNCA framework and activities. The Malaysian Project Leader, Dato' Dr. Mohamed Ali Abdul Khader gave an Overview on the Current Situation of Nuclear Medicine Malaysia and then continued to brief the participants on the objectives and the expected outcome from this workshop.

The next session was chaired by Prof. Rujaporn Chanachai ( Thailand ) and Dr.. A. Hussein S. Kartamihardja ( Indonesia ) respectively. The session entailed country presentation from the 8 participating countries on their respective activities in the field of nuclear medicine, cyclotron and PET.

3. Group discussion
The participants were divided into three groups.

    Group 3 has the theme, publication of case review in clinical PET and thus the group hopes to introduce the FNCA case review system for clinical PET.

4. Group presentation

  • Group 1 EImaging instrumentation
    QA/QC of PET/CT and radiation protection aspects were discussed. Performance testing and routine QC of PET/CT will be based on NEMA standards and the experiences of established centres like Japan and China . The guideline for radiation protection will be focused on patients, workers and the public related to PET/CT services in the hospitals. To achieve the goals of this meeting, a work plan has been agreed upon, as shown in Attachment 4.
  • Group 2: PET radiopharmaceuticals
    The discussion was split into 3 different areas namely cyclotron performance, radiation safety, radiopharmaceutical production and QA/QC of PET radiopharmaceuticals. It was decided by the group that perhaps establishing a guideline would be too great an undertaking, besides there are numerous other guidelines that are already available. The group decided that the best way to proceed is by complimenting the existing guidelines and providing a reference point for FNCA member states.
  • Group 3: Clinical diagnosis
    Atlas of Clinical PET in CD form. The format and contents of the atlas was discussed amongst the group and presented for comments. A target was set and agreed upon by the group members of when to achieve certain

  1. To appoint sectional leader from each country and to submit their names to Lead Country Project Leader ( Malaysia )
  2. To implement proposed national Workplan (WP) as seen in attachment 6, with discussion with sub leader of component of project in respective countries
  3. To form a working committee in a respective FNCA members country to ensure successful implementation of national WP
  4. To get financial support from relevant national authority of the respective FNCA members country for implementation of the workplan
  5. To submit a progress report for the mid term Plan for the regional activities for mid-term review meeting to be held tentatively in Malaysia in August 2007.
