FNCA 2004 Project Leaders Meeting for Public Information of Nuclear Energy
(Bangkok, Thailand)
The FNCA 2004 Project Leaders Meeting (PLM) for Public Information (PI)
of Nuclear Energy was held from October 25 to 29 , 2004 in Bangkok , Thailand. The Ministry of Science and Technology (MOST) of Thailand and the Ministry of Education, Culture, Sports, Science and Technology ( MEXT ) of Japan jointly hosted the Meeting in cooperation with the Office of Atoms for Peace (OAP) of Thailand and Japan Atomic Industrial Forum, Inc. (JAIF) .

On the first day (Oct. 25), Opening Ceremony of PI PL Meeting and Session 1 (Presentation of Country Reports) were conducted. On the second day (Oct. 26), sessions were conducted to extensively discuss some of the topics covered by the country reports.
Beside the PL Meeting, two seminars, i.e. "Seminar on Training of
Nuclear Communicators" (Oct. 27) and "Seminar on Application
of Nuclear Power: Energy and Environmental Issues" (Oct. 28) were
held at Rama Gardens Hotel and the Office of Atoms for Peace (OAP), Bangkok
respectively. The final, concluding session was held on Oct. 29, and technical
tours to the Ongkharak Nuclear Research Center was conducted on the same
day.
Highlight of the PL Meeting
At the session of the PL Meeting, current status on nuclear public information are reported and discussed;
(1) Summary evaluation of the joint cross-national survey of high school students;
(2)
General evaluation of FNCA PI project activities for the period 2002-2004;
(3)Communications with the mass media people;
(4)
Training of nuclear communicators;
Seminar on Training of Nuclear Communicators
Mr. Minoru Kubo of the Japan Nuclear Cycle Development Institute (JNC)
made two presentations entitled "Better Communication" and "Television
Interview" He also conducted a simulated practice on how to handle
a press conference and a television interview by using actual TV camera
equipment and a monitoring system. Two mock press conferences were conducted
under semi-real conditions. One mock press conference was held to address
the concerns of the media regarding the construction of a research reactor
in the neighborhood of Bangkok. The roles of the Moderator of the Press
Conference, Director of a Research Reactor Institute, a Radiological Specialist,
and the Mayor of the City were played by a group of four people comprised
of three Project Leaders and one Thai Observer, while the rest of Project
Leaders and conference observers played the roles of anti-nuclear agitators.
Another mock press conference was held to inform the media people about
the discovery of radioactive waste consisting of Co-60 in the backyard
of the Research Reactor Institute in Bangkok. The roles of the Moderator
of the Press Conference, Director of the Research Reactor Institute, a
Radiological Specialist and the Mayor of the City were played by a different
group of four Project Leaders, while the rest of Project Leaders and conference
observers again played the roles of anti-nuclear agitators. It is noted
that this Training Seminar had immediate positive effects upon the Project
Leaders during their presentations and interactions with excited agitators.
All participants were able to learn, under Mr. Kubo's instructions, how
to cope with the situation and the people they were faced with at a press
conference.

Open Seminar on Application of Nuclear Power: Energy
and Environmental Issues
Two local speakers made presentations. One was a government official for energy planning, and the other was a senior journalist. Then, Project Leaders (PL) presented their papers.
Professor Yasumasa Tanaka, the PL of Japan, presented a paper entitled
"Energy, Environment and Communication: Thinking About "TRILEMMA"
of Our Time."
Mr. Chen Gang, the PL of China, made a presentation entitled "Qinshan
CANDU (PHWR) NPP Overview & PI Activities."
Mr. Mohd Rosli Muda, the PL of Malaysia, made a presentation entitled "The
Application on the Peaceful Uses of Nuclear Techniques in Malaysia."
Ms. Rhodora R. Leonin, the PL of the Philippines, made a presentation entitled
"Nuclear Technology Applications in the Philippines."
Lively interactions took place after all the PLs had finished their presentations. A number of questions were raised by the participants from the floor including a couple of journalists, and they were answered by the speakers. Project Leaders other than the speakers also joined in the discussion. Taking advantage of the Open Seminar, a social gathering with the mass media was held during lunch break. The media people interviewed Mr. Phatom Yamkate of OAP, Mr. Hideo Nakasugi of JAIF and Dr. Yasumasa Tanaka of Gakushuin University, separately. It was observed that in terms of the benefits for the host country and the efficiency of the event, the social gathering with the mass media was very fruitful and effective.
