Opening Session

Mr. Xu Zhixiong, Deputy Division Director, China Atomic Energy Authority (CAEA), Dr. Zhang Lubiao, Director General, Department of International Cooperation, Chinese Academy of Agricultural Sciences (CAAS) and Dr. Xu Minggang, Deputy Director of Institute of Agricultural Resources and Regional Planning, CAAS, delivered remarks respectively and expressed warm welcome to all participants. In addition, Mr. Takeshi Saito, Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT) and Dr. Sueo Machi, FNCA Coordinator of Japan, gave speeches and thanked to Government of China for their hospitality and arranging this workshop.

As a keynote speech, Dr. Machi gave a presentation for overview and progress of FNCA activities in 2011-2012. Then Prof. Tadashi Yokoyama, Tokyo University of Agriculture and Technology (TUAT), PL of Japan, presented summary of activity on FNCA Biofertilizer Project and major issue of this workshop.

Open Seminar on Research & Development for Biofertilizer in China

The open seminar was held on the first day of the workshop, inviting lecturers from research institute and university in China. Dr. Zhang Weili, CAAS, presented strategies for sustainable agricultural development of China followed by Dr. Machi presented about nuclear technology for sustainable agriculture. The next was Prof. Li Ji, China Agricultural University, reported the effect and application of biocompost in two organic field trials. Then Dr. Fan Bingquan, PL of China, presented the status and future prospects of biofertilizers in China. Dr. Li Jun, CAAS, explained development and application of microbial fertilizers in China. Dr. Shotaro Ando, Japan International Research Center for Agricultural Sciences, presented biofertilizer application and production for sustainable agriculture in Japan. Ms. Kwai Hoe, presented success story of radiation technology for biofertilizer production and application in Malaysia. Lastly, Dr. Iswandi Anas, National Nuclear Energy Agency (BATAN) / Bogor Agriculturl University (IPB), introduced application of biofertilizer for sustainable agriculture in Indonesia.

Country Report & Topic Discussion
Eight countries reported research summaries for 2012 respectively and topic discussion was conducted with following 3 topics.
1) Extension of Radiation Sterilization for Commercial Production
2) Development of Multifunctional Biofertilizer and Strategy for Extension to Farmers
3) Evaluation of Experiment for Synergistic Effect of Biofertilizer and Irradiated Oligochitosan in 2012 and Future Prospects.

Special Lectures for Biofertilizer Research in China
Three lecturers from China Agricultural University reported their research activities. Dr. Chen Wenfeng presented about resources, diversity and application of rhizobia in China. Dr. Gu Feng introduced application of mycorrhizal biotechnology in agriculture in China. Dr. Chen Sanfeng presented about nitrogen fixation in Paenibacillus.


Development of FNCA Guideline for Biofertilizer Quality Analysis
Dr. Meunchang and Dr. Ando delivered lead speeches. Then all participants discussed and confirmed that "FNCA Guideline for Biofertilizer Quality Analysis" will consist of several volumes and first volume for the quantification method of microbes in biofertilizer will be published in this fiscal year. And it is also agreed that definition in the FNCA Guideline should be explained in the Introduction.

Project Activity Plan for 2013 - 2016
Future plan for project activity was discussed and confirmed as follows;
1. Application of Radiation Sterilization of Carriers and Challenges.
We try to further efforts to enhance the use of gamma sterilization of carrier for commercial application. To confirm positive effect of gamma sterilization better than auto-clave sterilization, we need further tests to check survival ratio at different combinations between carrier and biofertilizer. Currently Malaysia, Indonesia and the Philippines are sterilizing biofertilizer carrier for mass production. Other countries in the future will use gamma irradiation sterilization.
2. Development of Multi-functional Biofertilizer
We continue to develop multi-functional biofertilizer by determination of microbe compatibility. And, we also continue to make efforts on demonstration trial involving of integration of biofertilizer with organic and chemical fertilizers.
3. Development of FNCA guideline for biofertilizer quality analysis
We Publish FNCA Guideline for Biofertilizer Quality Analysis with volume I focusing on quantification of microbe in 2012.
4. Evaluation of synergy effect between biofertilizer and irradiated oligochitosan
5. Preparation of short paper with pictures demonstrating the benefits of biofertilizer to convince government officers, politicians, manufacturer and farmer on the importance of extension of biofertilizer.

Closing Session
Dr. Fan delivered a closing remarks and Dr. Machi expressed appreciation to warm hospitality from China.

Technical Visit
On Nov. 8th, 2012, participants visited laboratories of Microbiology Division and Agricultural Culture Collection of China, Institute of Agricultural Resources and Regional Planning, CAAS. And they also visited research base on Daxing District of Beijing and look that oligochitosan experiment sprayed at 50, 100 and 150 ppm showed a positive effect on strawberry and tomato. They also visited a biofertilizer company located in Tongzhou District of Beijing, and the vice president of company introduced their products including biofertilizer.

Session 1: Country Report
Eight countries reported research summaries for 2012 respectively. The summaries of reports are attached as Annex 3.

Session 2: Extension of Radiation Sterilization for Commercial Production
Different carriers were used such as peat, soil, charcoal, coconut shell charcoal, and combination of soil and charcoal sterilized at different doses of irradiation. Survival of microorganism and test for sterility of different carriers were conducted and found out the effectiveness of gamma irradiation. Gamma irradiation sterilization was more effective in terms of efficiency in mass production, longer life span of microbial inoculants, less labor and time than heat autoclave sterilization. Gamma irradiation sterilization proven effective the extent of usage of this technique is on experimental level only and few biofertilizer companies adopted the technology due to distance from the irradiation facilities and transportation cost. Therefore more promotion and information dissemination on the benefits of irradiation are encourage to produce better quality of carrier thus producing a more effective biofertilizer to be acceptable to the end users. The Philippines started to use gamma irradiation sterilization for commercial production of biofertilizer in October 2012.

Session 3: Development of Multifunctional Biofertilizer and Strategy for Extension to Farmers
Multifunctional biofertilizer can be produced from a single strain with multifunction or from combination of several microbes. The multifunction includes nitrogen fixation, PGP substances production, P and K-solubilization and others. All member countries agreed to analyze the active microbe in multifunctional biofertilizer of each country in 2013. The Azospirillum showed high ability in absorbed Cs in the contaminated soil in Fukushima, Japan.

Session 4: Evaluation of Experiment for Synergistic Effect of Biofertilizer and Irradiated Oligochitosan in 2012 and Future Prospects
Oligochitosan has been developed by FNCA Electron Accelerator Application Project, experiments were started to evaluate synergy effect between biofertilizer and irradiated oligochitosan. Application concentration and amount of oligochitosan, and interval to spray still not clear. Therefore, in first year, to evaluate synergy effect between biofertilizer and irradiated oligochitosan, each country tried to find appropriate test conditions. So far, more basic information of oligochitosan is needed from Electron Accelerator Application Project. Improvement of test methods based on reports of the project to clarify testing conditions will be confirmed by all members. Positive effect on the plant applied with irradiated oligochitosan has been shown in China, Indonesia and Vietnam.

Session 5: Special Lectures for Biofertilizer Research in China
Three lecturers from China Agricultural University reported their research activities. Dr. Chen Wenfeng presented about resources, diversity and application of rhizobia in China. Dr. Gu Feng introduced application of mycorrhizal biotechnology in agriculture in China. Dr. Chen Sanfeng presented about nitrogen fixation in Paenibacillus.

Session 6: Development of FNCA Guideline for Biofertilizer Quality Analysis
Demand of quality manual of biofertilizer was confirmed among members. Title, contents, and editing procedure were discussed and agreed. "FNCA Guideline for Biofertilizer Quality Analysis" will consist of several volumes and first volume for the quantification method of microbes in biofertilizer will be published in this fiscal year. Since definition of biofertilizer is different among countries, definition in the FNCA Guideline should be explained in the Introduction.

Session 7: Project Activity Plan for 2013 - 2016
Future plan for project activity was discussed and confirmed as follows;

Session 8: Minutes
The minutes and recommendation were discussed and agreed by all participants. It will be reported at the 14th Coordinators Meeting to be held in 2012, in Japan. The next workshop may be held in Vietnam or Malaysia in 2013.

Recommendation
Sterilization of carriers of biofertilizer by radiation
1. It is note that quality assurance and control (QA/QC) of biofertilizer inoculants is most important for expansion of their application by farmers.
2. In order to enhance the application of radiation for sterilization of the carrier to produce better quality, long shelf life inoculants, national nuclear research center and FNCA project team in each country should make best effort to fully inform biofertilizer manufacturers about the advantages of radiation processing for sterilization of carriers.
3. It is confirmed that radiation sterilization of the carrier of biofertilizer is commercially used in Malaysia, the Philippines and Indonesia, and that Japanese bio-fertilizer company imports irradiated peat carrier from Canada.
4. It is confirmed that inoculants of Bacillus in irradiated peat soil, Azospirillum (Thailand) in irradiated carrier, and phosphate solubilizing fungus in irradiated coconut shell charcoal (Indonesia) show better shelf life than inoculants of autoclave sterilized carrier.
5. It is noted that transportation cost of carrier from manufacturers to irradiation facilities should be carefully estimated since it may increase cost of biofertilizer.
Synergy of biofertilizer and oligochitosan
1. Synergetic effect between Biofertilizer and oligochitosan has not clearly observed.
2. For further experiments to confirm the synergetic effect, more detail information on how to apply oligochitosan in terms of concentration of solution, amount of application per area, frequency of spray and etc. should be provided by FNCA project on oligochitosan.
3. It is noted that synergetic effect may be expected between antagonistic biofertilizer and oligochitosan because oligochitosan activates immunity of plant for pathogens.
4. It is pointed out Super Water Absorbent (SWA) is useful for agriculture in arid region and sandy soil. Synergetic effect may be possible between biofertilizer and SWA because biofertilizer need moisture for better activity.

3) Technical visit
