FNCA 2016 Joint Workshop on Biofertilizer& Electron Accelerator
Application Project

The FNCA joint workshop on Biofertilizer Project and Electron Accelerator Application Project JFY 2016was held from 7 to 11 November 2016 in Hanoi, Vietnam, co-organized by Vietnam Atomic Energy Institute (VINATOM), Vietnam Academy of Agricultural Sciences (VAAS) and Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT). Twenty four (24) participants from 10 FNCA member countries, namely Bangladesh, China, Indonesia, Japan, Kazakhstan, Malaysia, Mongolia, the Philippines, Thailand and Vietnam, have participated in the workshop.
The workshop was opened with the welcoming remarks fromDr Cao Dinh Thanh, Vice President of VINATOM, Dr Pham Van Toan from VAAS, Mr Shoji Kasuga from MEXT and Dr Hideki Namba, FNCA Advisor of Japan.
During the joint workshop, country reports on Plant Growth Promoters (PGP) and biofertilizer were presentedby each participant from each project. The participants from Electron Accelerator Application Project reported mainly on challenges and achievements in commercialization of PGP, and the participants from Biofertilizer Project presented mainly on synergetic effects of combined application of PGP and bifertilizer. After the country reports, the meeting discussed possible future collaboration between two projects. Please refer to theAnnex 1 for the summary ofPGP country reports.
An open seminar titled "Application of Radiation Technology and Sustainable Development in Asia" was held in the afternoon of the first day and attended by around 50 participants. Eight (8) presentations were delivered by scientists from Vietnam (4), Japan (2), Philippines (1) and Thailand (1).
The parallel sessions were held from the third day to the morning of fifth day.At the parallel session for BiofertilizerProject, ten (10) member countries reported research progress for 2016 and active discussions were held on following topics.

- Development of Multifunctional Biofertilizer and Strategy for Extension to Farmers
- Evaluation of Experiment for Synergistic Effect of Biofertilizer and Irradiated Oligochitosan, Plant Growth Promoter, in 2016 and Future Prospects
- Development of Publication for Compared Effect of Radiation Sterilization and Autoclave
- Development of FNCA Guideline for Biofertilizer Quality Assurance and Control
- Project Activity Plan for 2017
The summary of the parallelsession is attached as Annex 2.
After the parallel sessions, both projects gathered together again to report conclusions of the parallel sessions of each project. The workshop was closedofficially by closing remarks from Dr Cao and Dr Hideki Namba.

Opening Session
Dr Cao Dinh Thanh, Vice President of Vietnam Atomic Energy Institute (VINATOM) and Dr Pham Van Toan, FNCA Biofertilizer Project Leader (PL) of Vietnam delivered remarks and expressed warm welcome to all participants. In addition, Mr Shoji Kasuga, Researcher, Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT) and Dr Hideki Namba, FNCA Advisor of Japan gave speeches and thanked to VINATOM for their hospitality and great effort to this workshop. Then participants introduced themselves briefly.
As a keynote speech, Dr Namba delivered a presentation for overview and progress of FNCA activities in 2015 - 2016. He reviewed 10 FNCA projects and major successful results obtained. Then Dr Shotaro Ando, FNCA Biofertilizer PL of Japan and Dr Masao Tamada, FNCA Electron Accelerator Application PL of Japan introduced their project activity and major issues of this workshop respectively.
Open Seminar
Open Seminar on Application of Radiation Technology and Sustainable Development in Asia was held on the first day of the workshop, 7 November 2016. About 50 participants attended the half-day seminar with representatives from ministries, research institutions, universities, private companies in Vietnam as well as from FNCA member countries. Firstly Dr Cao Dinh Thanh reported on application of radiation technology for sustainable development in Vietnam. Dr Nguyen Van Tao, Vietnam Academy of Agriculture Sciences (VAAS) presented on research and development for sustainable agriculture in Vietnam. Dr Nguyen Quoc Hien, FNCA Electron Accelerator Application PL of Vietnam discussed application of plant growth promoter for sustainable agriculture. Dr Pham Van Toan talked on application of biofertilizer for sustainable agriculture. Dr Mitsumasa Taguchi, National Institutes for Quantum and Radiological Science and Technology (QST) introduced new application of super water absorbent in Japan. Ms Rosnani binti Abdul Rashid, Malaysian Nuclear Agency spoke on success story on commercialization of biofertilizer with radiation technology in Malaysia. Mr Fernando Aurigue, Philippine Nuclear Research Institute reported on challenge of electron accelerator for sustainable development in the Philippines. Lastly Dr Phatchayaphon Meunchang, Department of Agriculture in Thailand, presented on trend of biofertilizer research and development in Thailand.
Session 1 Country Report of Plant Growth Promoter
Seven (7) countries delivered country report of plant growth promoter (PGP) on Electron Accelerator Application Project respectively. The summaries of reports are attached as Annex 1.
Session 2 Country Report of Plant Growth Promoter
Nine (9) countries delivered report of synergy effect on biofertilizer and PGP respectively. The summaries of reports are attached as Annex 1 .
Session 3 Prospect of Synergy Effect on Biofertilizer and PGP
Lead speech of this session was given by Ms Rashid, Malaysia to initiate the discussion in terms of advantage and evaluation of synergy effects obtained by application of biofertilizer and PGP to plants. Discussion of participant countries noted as follows:
- Results presented in Session 2 indicated the research on the synergy effects was preliminary stage which needs the optimization of the conditions such as selection of plant, reduction rate of chemical fertilizer, etc. Especially, proper dose of chemical fertilizer with soil analysis is important, because excess application of chemical fertilizer makes the effect of biofertilizer and PGP unclear, but too little application of chemical fertilizer may decrease soil fertility. Cost-effectiveness should be carried out simultaneously.
- Typical synergy effect on survival rate in tomato culture was reported by Japan. Application of live coat in the germination and subsequent foliar of PGP in growth dramatically reduced the tomato bacterial wilt.
- Synergy effect on plant growth promotion considered to be limited when function of biofertilizer and PGP work in the similar way. This effect is expected by combination of discrete enhancements in nutrient supply of biofertilizer and elicitor of oligo-saccharide.
- This collaborative workshop gave the occasion to launch the information exchange in both projects as well as domestic network.

Session 4 Summary of Parallel Session and Exchange of View
Dr Pham Van Toan reported a summary of the parallel session on Biofertilizer Project, and Dr Nguyen Quoc Hien reported a summary of parallel session on Electron Accelerator Application Project, respectively. At the round table discussion, further possible cooperation and synergy on two projects were discussed actively.
Closing Session
Minutes of the workshop were confirmed and agreed by all participants. It will be reported on 18th Coordinators Meeting. Dr Cao Dinh Thanh delivered a remark to close fruitful workshop and Dr Hideki Namba expressed much appreciation to warm hospitality from Vietnam.
