Historical Background

The Australian proposal for a regional cooperation in safety culture of nuclear energy was agreed upon in the “7th Conference for Nuclear Cooperation in Asia (ICNCA)” sponsored by the Atomic Energy Commission of Japan held in Tokyo in March 1996. Based on this agreement, the Nuclear Safety Culture Project has been promoted under the initiative of Australia. Japan has supported this project in the technical area of Nuclear Safety Culture.

Overall Objective of the Project

  1. To establish a forum for exchange of information among countries on safety culture developments.
  2. To encourage the adoption of safety culture principles in each country in national policies for non-power reactor facilities.
  3. To develop methods for evaluating safety culture implementation and to report on such indicators of safety culture on an annual basis.
  4. To encourage the application of the Nuclear Safety Convention principles to research reactors.
