1) The Main Topics of the Workshop

2) Progress on Recommendations Arising out of the Peer Review of DNRR
Vietnam provided a status report on progress on the recommendations arising out of the peer review of DNRR. Significant progress is being made in Viet Nam to make improvements, having completed or having firm plans to complete 7 of the 16 recommendations. Progress on the recommendation on improving the man machine interface was made possible by IAEA/EBP assistance. Viet Nam undertook to update the further progress at the next workshop.

3) Peer Review of HANARO on the self-assessment report
The 2003 workshop included for the second time, a peer review of the host country’s research reactor. The Peer review process was undertaken at HANARO research reactor of KAERI in two days in a cooperative spirit and seen as an effective vehicle for fostering and strengthening safety culture. Real, meaningful and practical recommendations had been made for improvement of safety management and safety culture at HANARO.

Recommendations (Part)
a) HANARO should give consideration to formalising the practice for involving satff from other departments and also external experts in the Safety Review Committee for particular types of submissions being considered to ensure independence of views at all times.
  b) HANARO should consider undertaking regular testing of the emergency plans by suitable exercises in order to confirm implementation and enable continual improvement of the plans.
  c)

HANARO should consider methods by which lessons learned and good practices can be shared, and benchmarking can be undertaken, with other research reactor organizations, NPP utilities and non-nuclear organizations to enhance safety and safety culture.

4) Other Outcomes
a) Further progress is being made in the achievement of independence of regulator in the Philippines, Thailand and Malaysia.
  b) There was agreement in principle to adopt the proposal by Korea to consolidate the reporting items.
  c) Feedback on the IAEA/EBP Nuclear Safety Culture Training Workshop in Korea in November 2003 and the Summary of the IAEA Senior Regulator's Meeting in September 2003 were useful.
  d) The Schein and Hofstede models of culture were seen as a useful background to explain how particular sub-cultures arise.
  e) The regulatory and operator responses to the misconducts in Japan were insightful.

5) Future Activities
a) Australia and Korea finalize the consolidated reporting format and distribute it by 13 April 2004.
  b) To consider the proposal from The Philippines on safety culture of radiation sources at the next workshop.
  c) To consider for improving the peer review process without impiping on the time available for the other workshop presentations and considerations.
  d) To prepare a baseline report on the new format and submit it one month prior to the next workshop.
  e) To identify at least one significant observable outcomes in their institute or country from the seven NSC workshops.
  f) The self-assessment and peer review process should be continued.
  g) FNCA Coordinators should pursue closer collaboration with other international agencies to avoid duplication to pursue joint efforts to advance safety culture in the region and to improve communication on safety culture related activities to interested organizations.
  h) A peer review should be conducted on the research reactor at the host institute of the next workshop.
  i) The next workshop should be held in Indonesia subject to agreement of the Government of Indonesia.
