10th Ministerial Level Meeting


Meeting Summary of the 10th FNCA Ministerial Meeting
December 16, 2009
Tokyo, Japan

1. In Session 1, which was chaired by Dr. Shunsuke KONDO of Japan, Opening Remark was delivered by Mr. Naoto KAN, Deputy Prime Minister and Minister of State for Science and Technology Policy of Japan, representing the host of the 10th FNCA Ministerial Level Meeting (MM). This was followed by the introduction of the Heads of the Delegations participating in the 10th MM and the rendering by Mr. Naoki KAJITA, Deputy Director General of Cabinet Office of Japan, of the Report from the Senior Officials Meeting, together with the Ministerial Level Meeting Agenda. After the presentation of the MM Agenda, the same was formally adopted by the Forum.
 
2. In Sessions 2-1 and 2-2, which were chaired by Mr. Sang-Mok LEE of Korea and Mr. Qiufa CHEN of China, chaired the session respectively. The new Director General of IAEA, Mr. Yukiya AMANO, made a video presentation. After that, each of the ten member countries delivered their Country Report, focusing on their nuclear policy status and on their respective activities involving nuclear power and radiation application and highlighting relevant regional and international cooperation in their countries.
 
3. In Session 3, which was chaired by Dr. Maximus ONGKILI of Malaysia, Dr. Sueo MACHI, FNCA Coordinator of Japan, reported on the results of the 10th FNCA Coordinators Meeting and presented the progress report and annual plan of the individual FNCA projects. The annual plan was eventually endorsed upon by the Ministerial Level Meeting.

Mr. Takahiko ITO, Chairperson of the 1st Meeting of the 3rd Phase Study Panel, and Commissioner of Japan Atomic Energy Commission (JAEC, Japan), then presented the outcomes of the study panel meeting. Practical experience of the countries that have already introduced nuclear power plants (China, Japan, and Korea) and the needs of the countries that are planning to newly introduce nuclear power plants were shared among member countries, and they exchanged meaningful opinions with one another. It was also reported that the web-based Human Resource Development (HRD) database resulted from the 1st panel meeting held in October 2007 had been in service since 2009 April.

Dr. Takeshi YOKOO, Deputy Director of the Office of Atomic Energy Policy, Cabinet Office of Japan, thereafter reported on the results of the CDM (Clean Development Mechanism) Case Studies which has been performed since April 2009. The results of the study suggested that nuclear power can be fully eligible for the CDM Project in terms of positive green house gas emission reduction and financial return.
 
4. In Session 4, which was chaired by Mr. Yeafesh OSMAN of Bangladesh, a Lead Speech was delivered by Dr. Shunsuke KONDO, Chairman of the Atomic Energy Commission of Japan, setting off a roundtable discussion on the possibilities of cooperation among FNCA member countries in the area of developing further cooperation in nuclear power application. Two proposals were raised: the first, FNCA member countries will work together to strengthen cooperation for the development or enhancement of infrastructure for ensuring nuclear safety, security and non-proliferation, including the development of human resources and technical bases for that and the sharing of knowledge concerning countermeasures against earthquakes, tsunamis, and other disasters peculiar to the Asian region. "Study Panel on the Approaches Toward Infrastructure Development for Nuclear Power" should be facilitated in this regard. Second, based on the results of CDM case studies, it was suggested to include nuclear power in the crediting mechanisms under the UNFCCC. FNCA member countries will cooperate with each other in preparation for the discussion to be held in each country and in the international community.

The meeting expressed their approval of these proposals, and the meeting agreed with giving the relevant instruction to the Coordinators Meeting, experts meeting, and other related working groups.
 
5. In Session 5, which was chaired by Dr. Estrella F. ALABASTRO of the Philippines, a Lead Speech was delivered by Dr. Sueo MACHI of Japan which set the tone of discussions on the future scope of the FNCA projects, while highlighting research reactor application to contribute to Mo-99 supply and semi-conductor production through networking among the FNCA countries. The Philippines proposed to host the forum on commercialization of nuclear technology in 2010, where not only nuclear experts but also business persons will be invited. Malaysia proposed the business forum back to back with the FNCA Ministerial Level meeting. The meeting appreciated it and expected to receive its report at the next Ministerial Level Meeting.

The meeting expressed their approval of these proposals, and the meeting agreed with giving the relevant instruction to the Coordinators Meeting, experts meeting, and other related working groups, as well as session 4. Vietnam proposed to publish success stories of technology developed by FNCA. Vietnam also proposed to share the existing large nuclear research facilities in the region.
 
6. In Session 6, which was chaired by Dr. Hudi HASTOWO of Indonesia, Mr KAJITA proposed a resolution of the FNCA member countries to work toward enhancing the cooperation in nuclear science and technology. The resolution was met with favor and was adopted.

The following action plans were also accepted: a) to implement the 11 FNCA projects in the eight various fields, in accordance with the plans proposed by the 10th Coordinators Meeting, b) to conduct the 11th Ministerial Level Meeting in China in 2010, c) to conduct the 11th Coordinators Meeting in Tokyo, Japan, in 2010 March, d) to conduct the 2nd meeting of the "Study Panel on the Approaches Toward Infrastructure Development for Nuclear Power" in Korea, and e) to continue the CDM Case Studies with different conditions, of which details will be decided at the 11th Coordinators' Meeting.
 
7. In Session 7 (Closing Session), which was chaired by Dr. Huu Tan VUONG of Vietnam, the body confirmed the Resolution and the summary of the 10th FNCA Ministerial Level Meeting, which were proposed by Mr. KAJITA. Mr. Qiufa CHEN of China made a remark mentioning hosting of the next FNCA Ministerial Level Meeting. The Closing Remark was then delivered by Dr. Shunsuke KONDO, Chairman of the Atomic Energy Commission of Japan, after which a Question-and-Answer Session with the press was conducted.
