7th FNCA Meeting
Resolution of the Seventh FNCA Ministerial Meeting
November 27, 2006
The Seventh Ministerial Meeting of the Forum for Nuclear Cooperation in
Asia (FNCA) in Kuantan, Pahang, Malaysia, on November 27, 2006; upon reviewing
the progress of FNCA activities as reported by the Heads of Delegations;

taking note of the report of the Second Panel on "Role of Nuclear
Energy for Sustainable Development in Asia," agreed that a new "Study
Panel for Cooperation in the Field of Nuclear Energy in Asia " be
formed, with the Government of Japan as its secretariat, as the second
phase of activities, and with the study focused on the following areas:
- Economic analysis and financing scheme;
- Access to nuclear technology for peaceful uses;
- Human resources development;
- Nuclear safety, security and safeguard system;
- Acceptance of nuclear power plants (NPPs) by the public and other stakeholders;
and,
- Support Systems, including NPP maintenance and low level waste management;
- also taking note of a proposal of the Second Panel on "Role of Nuclear
Energy for Sustainable Development in Asia," agreed to appeal, as
a group, to the Conference of Parties (COP) to the United Nations Framework
Convention on Climate Change (UNFCCC) for nuclear power to be included
as a Clean Development Mechanism (CDM) under the Kyoto Protocol to the
Convention;
- also taking note of the result of a second survey on the needs and program
of the Asian Nuclear Training and Education Program (ANTEP) that there
are 49 cases that matched, agreed to implement the Program, particularly
through bilateral consultation between the countries offering the training
and the countries of origin of the trainees;
- also taking note the availability of a pool of experience among FNCA member
countries on the public information for the acceptance of nuclear power,
agreed to share information on their respective experience, with emphasis
on the critical factors of public information, including transparency,
media communications, education, community development, and value proposition;
and
- finally agrees that the Eighth FNCA Ministerial Meeting be held in Tokyo
in 2007, followed by the Ninth FNCA Ministerial Meeting in the Philippines
in 2008.
