20th Ministerial Level Meeting

The 20th FNCA Ministerial Level Meeting (MLM) was held at Mita Conference Hall, Tokyo, Japan on December 5, 2019. The meeting was organized by the Cabinet Office of Japan (CAO) and the Japan Atomic Energy Commission (JAEC).
Ministerial level representatives (including two ministers, one vice minister and directors of the government agencies, etc.) from twelve member countries attended the meeting, and held policy discussions under the theme of "Radiation Technology Utilization in Human Health and Medical Well-Being". The meeting concluded with the adoption of a joint communique referring to the "Promotion of cancer treatments with radiation technology widely in Asia,", "Activation of organizational exchange of human resources among universities and research institutions" and so on.(Program)(Participants List)
(1) Welcome Remarks
At the beginning of the meeting, Mr. Takemoto Naokazu, Minister of State for Science and Technology Policy, gave a welcoming speech. In the speech, he mentioned (1) that FNCA has achieved significant results in a variety of important areas for the peaceful use of nuclear energy since its launch in 2000, (2) that radiation utilization in the medical field has been rapidly expanding in recent years and FNCA has made achievements, through its project activities, in the treatment of particular types of cancers found predominantly in Asia and has established and disseminated standard treatment procedures, and (3) the expectation that nuclear science technologies would be shared through the activities of FNCA, which will bring benefits to a wide range of economic society.

(2) Keynote Speech
Dr Hirano Toshio, President of National Institutes for Quantum and Radiological Science and Technology, gave a keynote speech titled "Future Dream: Quantum Scalpel -Aim for healthy and long-living society with zero-cancer-death-" in which he introduced the history, present situation and goals of QST's development of radiation therapy equipment including "Quantum Scalpel".
Also, Dr Oka, Chairman of Japan Atomic Energy Commission, gave a presentation titled "Nuclear Education and Human Resource Development"

(3) Country Report
Representatives of the member countries reported on the progress of their nuclear politics and efforts, including the present situation of "applying radiation technology to medical care" and "developing human resources in the field of nuclear energy." Japan's report, which was taken note of by the representatives of the member countries contained the situation of restarting operations of nuclear power plants, promoting the development of innovative nuclear technology, proposing round table discussions on high-level radioactive waste, decommissioning the TEPCO's Fukushima Daiichi Nuclear Power Station and recovery of Fukushima, nuclear emergency preparedness, boosting radiation utilization in industries and other topics.
(4) Round Table Discussion
The theme of "Radiation Technology Utilization in Human Health and Medical Well-Being" was divided into three subthemes, "Policies and Issues in the Radiation Medicine Field," "Situation of Leading-Edge Technology for Radiation Therapy for Tumors" and "Present Situation and Problems of Radiation Medical Technology, Including Clinical Cancer Treatment Methods Originating in FNCA." Kazakhstan, Japan and Thailand introduced their case examples respectively for each subtheme, and opinions were exchanged based on the case examples. The discussion ended with a speech given by Mr. Sano Toshio, the Chairman of the Meeting and the Commissioner of Japan Atomic Energy Commission, on medical care and human health. In the speech, he said that, in order for people to enjoy the benefit of advanced medical care, it is necessary to establish a technology infrastructure that supports the safety of the medical care and a medical system that takes into account the expenses paid by the people themselves and this is a mission of the government, and it is important that the most advanced cancer therapy equipment including heavy particle beam therapy equipment be disseminated with the advancement of therapeutic techniques using radiation technology.
(5) FNCA Awards
Out of the 7 projects and a total of 89 teams in fiscal year 2018, the following Best Research Team (1) and Excellent Research Teams (2) were given awards:

(6) Closing Session
Mr. Wada Tomoaki, FNCA Coordinator of Japan, reported "annual activities and their results of the project." Mr. Sano Toshio, the Commissioner of Japan Atomic Energy Commission, reported "outline of implementation of 2019 Study Panel."
Dr. Yoshiaki Oka, the chairperson of Japan Atomic Energy Commission, announced that the 2020 FNCA Ministerial Level Meeting would be held again in Japan and expressed his gratitude for the contribution made by each country to this meeting. He also announced the rotation of countries expected to host the Ministerial Level Meetings in and beyond 2020 as agreed at the Senior Officials Meeting (SOM) held on the day before.

- Promotion of radiation therapy
Promote cancer treatments with radiation technology widely in Asia,
Accelerate the FNCA project according to the policy established by the project leaders and endorsed during the Round Table Discussion in the 2019 Ministerial Meeting to enhance cancer therapy with radiation technology in Asian region,
Strengthen efforts to develop and disseminate innovative technology related to radiation therapy,
- Cooperate in addressing issues of environmental protection and countermeasures to climate change
Encourage the member countries to reinforce their cooperation in the issues of environmental protection and the countermeasures to climate change including the adoption of "Nuclear Isotopic Technology and Climate Change" as the topic of the 2020 Study Panel,
- Enhance the practical use of R&D results in agricultural and industrial production
Encourage the member countries to utilize the outcomes of projects on mutation breeding, radiation processing, research reactor utilization and neutron activation analysis with end-users, taking into account the possibility of their commercialization, which can more effectively contribute to the member country's socio-economic well-being,
- Other areas and activities to be promoted
Promote the activities prioritized by the member countries related to the applications of nuclear science and technology, particularly in agriculture development and food security, environment protection, medical care and human health, and infrastructure development for nuclear safety and security culture, by accelerating existing R&D areas and also by adopting possible future R&D areas of a wide spectrum of interests from the member countries to support their sustainable development,
- Cooperation in Human Resources Development (HRD) of the nuclear technology and science field
Activate organizational exchange of human resources among universities and research institutions, and of information related to the reinforcement of HRD infrastructure in accordance with individual demand and situation of the member countries,
